Summary of the mid-cycle assessment of every ministry against its objectives for the first Strategic Performance Cycle.
1. Scope
This summary reports the mid-cycle review of the first Strategic Performance Cycle, which runs from 2024 to 2028. Each of the Federation's eighteen ministries was assessed against the objectives assigned to it at the opening of the cycle, using indicators reported to the Directorate of Performance Analytics for the period 1 January 2024 to 30 June 2026.
2. Method
Each ministry is rated on a three-point scale: Meeting objectives, Exceeding objectives, or Below objectives. A rating reflects the share of a ministry's indicators at or above their mid-cycle target. Ratings were reviewed by the Directorate of Operational Audits before publication.
3. Findings
Fifteen ministries are meeting or exceeding their objectives. Three ministries are below objectives on one or more priority indicators.
Ministries rated below objectives submit remediation plans to the Federal Board by 31 December 2026. Their progress will be reported in the closing review of the cycle.
4. Next steps
Objectives for the remainder of the cycle are unchanged. Investment allocations for 2027 will reflect mid-cycle ratings, in line with the principle that performance is measured and efficiency is rewarded.
